PUBLIC STATEMENT ON THE DESIGNATION OF GREX LEADERS
FOR IMMEDIATE RELEASE
The Government of Rwanda in Exile (GREX) expresses its deep concern and strong objection to the recent designation of its President, Padiri Thomas Nahimana, and member, Lt. General Jack Kanyamibwa, as alleged “terrorists” by the Government of Rwanda.
GREX firmly rejects these accusations and reiterates that its mission and all its activities are founded on the principles of peaceful political engagement, non-violence, and democratic reform. GREX’s vision is to contribute to the establishment of a united, free, and democratic Rwanda, where all citizens can live in dignity and security, regardless of political or ethnic background.
The use of terrorism designations to silence peaceful political opponents represents a serious threat to human rights and freedom of expression. It undermines international norms that protect legitimate political dissent and peaceful organization.
GREX notes with grave concern that this move follows previous attempts to obstruct peaceful gatherings of Rwandans abroad, including the recent effort to prevent the participation of GREX leadership at an international convention in Ottawa, Canada. Such actions only deepen division and mistrust, rather than advancing the cause of stability and reconciliation.
GREX calls upon the international community, including democratic governments, civil society organizations, and human rights defenders, to:
Reject the misuse of “terrorism” labels as a political tool;
Encourage inclusive dialogue among all Rwandan voices committed to peaceful change;
Support regional peace and justice efforts, including accountability for all violations of international law.
GREX also urges the Government of Rwanda to:
➢ Respect international human rights standards,
➢ Cease intimidation and transnational repression of exiled citizens,
➢ Open avenues for peaceful political participation and national reconciliation.
GREX reaffirms its unwavering commitment to:
➢ Non-violence and peaceful advocacy;
➢ Rule of law and democratic governance;
➢ Pursuit of peace and unity in Rwanda and the Great Lakes region. Only through truth, justice, and dialogue can Rwanda achieve lasting peace and prosperity for all its people.
GREX will continue to work toward that goal, guided by the conviction that freedom and peace cannot be achieved through fear and repression, but through courage and cooperation.
