KEY MESSAGES TO STAKEHOLDERS OF THE GOVERNMENT OF RWANDANS IN EXILE (GREX)

GREX DENOUNCES FALSE TERRORISM DESIGNATION BY THE KIGALI REGIME AND REAFFIRMS ITS PEACEFUL MISSION FOR DEMOCRATIC CHANGE IN RWANDA 

The Government of Rwanda in Exile (GREX) strongly condemns the recent decision by the Rwandan Patriotic Front (RPF) regime to designate GREX President Padiri Thomas Nahimana and Lt. General Jack Kanyamibwa as “terrorists.” 

 This decision is a baseless and politically motivated act of repression aimed at silencing peaceful voices calling for democratic change and national reconciliation. 

 GREX is a lawful, peaceful, and political movement working to restore truth, justice, and freedom to all Rwandans. 

The attempt to equate peaceful political advocacy with terrorism is an assault not only on GREX but on the very principles of democracy and free expression. 

This act comes shortly after the RPF regime attempted and failed to prevent GREX President Padiri Thomas Nahimana from attending the GREX Convention in Ottawa, Canada which took place on the 11th of October 2025.

 Despite diplomatic interference, the President successfully reached the convention through lawful means, reaffirming GREX’s commitment to pursue its mission with courage, diplomacy, and restraint. 

 GREX reminds the world that the RPF regime has repeatedly been implicated in acts of transnational repression, abductions, and extrajudicial killings; both within Rwanda and abroad as documented by governments including the United Kingdom, Belgium, and South Africa. 

 GREX rejects all forms of violence and reaffirms that its only path to change is peaceful, lawful, and democratic transition. 

 GREX KEY MESSAGES TO STAKEHOLDERS 

1. To the International Community GREX: the Government of Rwanda in Exile is a peaceful political organization committed to achieving democratic change in Rwanda through lawful and non-violent means. We call upon democratic nations and international institutions to see beyond Kigali’s propaganda and stand with the Rwandan people’s right to freedom, justice, and truth. Our mission is to build a Rwanda where governance is accountable, power is shared, and citizens live without fear. 

2. To Rwandans Inside and Abroad GREX: stands for truth, justice, and reconciliation, not revenge. Our struggle is not against individuals or ethnic groups, but against the lies, corruption, and fear that have divided and impoverished our nation. We call upon the youth to embrace honesty, courage, and unity, and to stand for a Rwanda built on truth and dignity. A new Rwanda is possible, one that belongs to all its children. 

3. To Donors and Partners: GREX’s foundation is transparency, peace, and accountability. We are building a political movement that reflects the governance we seek to implement; open, responsible, and ethical. Every collaboration and partnership we undertake will uphold these principles, ensuring that all resources and support are directed toward peaceful democratic reform. 

 GREX invites all partners to join us, not as financiers of conflict, but as investors in peace, justice, and democratic transformation. 

4. To the RPF Regime GREX’s message is clear: Political competition is not terrorism. Dialogue and reform are stronger than repression. Labelling dissenters as enemies only deepens Rwanda’s wounds and delays reconciliation. We call upon the RPF leadership to choose dialogue over destruction, and peace over propaganda. 

GREX remains open to reconciliation and peaceful transition grounded in justice and human rights. 

5. To Regional and Global Peacemakers, The peace and stability of the Great Lakes Region depend on a democratic and reconciled Rwanda. As long as Rwandans are denied basic freedoms, the region will remain unstable. GREX stands ready to work with African and global institutions, neighbouring governments, and peace advocates to build a Rwanda that contributes to regional harmony and prosperity. 

A CALL TO UNITY AND COURAGE 

GREX calls upon all Rwandans — at home and abroad — to reject fear and falsehoods. We reaffirm our unwavering belief that truth is stronger than propaganda, and peace is stronger than tyranny. 

GREX will continue to pursue its peaceful mission to restore democracy, rebuild justice, and reunite the Rwandan family — for this generation and those to come.
