A. OVERVIEW AND MISSION SUMMARY
The Government of Rwandans in Exile (GREX) is a peaceful and democratic politicalorganization representing the legitimate aspirations of millions of Rwandans seeking freedom, truth, justice, and national reconciliation.
Formed by a coalition of political leaders, civil society members, faith-based actors, and the Rwandan diaspora, GREX was established to offer a democratic alternative to authoritarian rule in Rwanda.
Its mission is to:
✓ Promote peaceful political change through lawful, non-violent, and diplomaticmeans.
✓ Restore democracy, human rights, and the rule of law in Rwanda.
✓ Ensure justice and accountability for all, opposing impunity in any form.
✓ Foster truth, reconciliation, and equitable governance among all Rwandans.
✓ GREX rejects all forms of extremism, vengeance, or armed struggle, affirmingthat Rwanda’s future must be won through dialogue, truth, and justice.
B. LEADERSHIP BIOGRAPHIES
Padiri Thomas Nahimana – President of GREX
Padiri Thomas Nahimana is a Catholic priest, lawyer, historian, and political reformadvocate. He is widely recognized as one of Rwanda’s most courageous voices fordemocracy and justice.
After years of persecution, forced exile, and failed attempts to return to Rwanda, PadiriNahimana founded GREX to lead a peaceful, lawful, and inclusive movement fornational renewal. He is the author of several works on truth, reconciliation, and justice, and a consistent defender of non- violence as the only legitimate path to change.

Lt. General Jack Kanyamibwa – Chief of Defence Affairs
Lt. General Jack Kanyamibwa is a retired officer of the Rwandan Armed Forces (FAR),with extensive experience in military leadership, strategy, and security management.
He has never been part of the RPF and has committed himself to supporting GREX’speaceful, lawful, and ethical mission.
General Kanyamibwa ensures that GREX’s security and defence policies are strictly non-militarized and focused on protection, strategic planning, and organizational readiness.

In Addition to the above leaders, Grex has a Ministerial Cabinet lead by PrimeMinister Marine Uwimana, consisting of 33 Ministers and Deputy Ministers;Legislature lead by Speaker Hon. Justin Safari and 30 parliamentarians; Judiciarylead by Chief Justice Aloys Nangigaye and 8 Judiciary members.

GREX’s work since its founding has demonstrated capacity, integrity, and steady progress toward peaceful democratization.
1. Global Advocacy & Recognition
➢ GREX has engaged with parliamentary and diplomatic circles in Canada, Belgium, France, and the United States, sharing policy briefs and human rights reports on Rwanda’s governance.
➢ Several international human rights organizations have acknowledged GREX’s lawful advocacy for freedom and justice.
2. Community Engagement
➢ GREX has successfully organized annual diaspora conventions that unite Rwandans from multiple continents under one message: peaceful politicalchange through dialogue and justice.
➢ Launch of truth and reconciliation dialogues (online and in-person), bringingsurvivors and former adversaries together to promote understanding andreconciliation.
3. Policy Research & Publications
➢ GREX has published a series of governance and reform white papers,addressing key national challenges — including judicial independence, pressfreedom, and transitional justice.

➢ Despite systematic intimidation, travel blockades, and disinformationcampaignsby the current regime in Kigali, GREX leaders continue to act lawfully and transparently — demonstrating maturity, discipline, and credibility.
D. POLICY VISION: THE NEW RWANDA
GREX’s vision is a New Rwanda built on Truth, Justice, and Democracy. The policyframework
— known as the “New Rwanda Compact” — rests on five pillars of national renewal:
1. Truth and Justice
➢ Establish an Independent Truth and Justice Commission to document allhuman right violations since 1990.
➢ Ensure full accountability and prosecution for all crimes, rejecting impunityand imposed amnesty.
2. Democratic Reform
➢ Adopt a new, inclusive Constitution ensuring term limits, independentinstitutions, and free elections.
➢ Protect all political parties, civic associations, and media freedoms.
3. Human Rights & Rule of Law
➢ Reform the judiciary to guarantee independence, impartiality, and equality before the law.
➢ Repeal laws used to criminalize dissent or suppress media freedom.
4. Economic Renewal
➢ Develop a national recovery plan promoting youth employment, digitalinnovation, and rural development.
➢ Encourage fair foreign investment and transparent public financemanagement.
5. Regional Peace & Cooperation
➢ Rebuild trust with Rwanda’s neighbours through diplomacy and regionalintegration.
➢ Promote peaceful cooperation, trade, and security coordination across theGreat Lakes region.
